That implies there is stability now, I surely don't think so.

What is the most consistent threat to Africa's stability is the extreme poverty, until that is resolved instabilty and child soldiers go hand in hand.

When soldiers fight these young soldiers, they loose.

To put kids into war is bad for everyone.

You have to kill them, but then you look bad because you killed kids.
You feel bad because you killed a child, but you know that it was kill or be killed.

Only the desperate people would call on their children to kill or die with their teddy bear.
