Hermaphrodism is very common in smaller and simpler animals. And it is ubiquitous in plants. But almost non-existant in vertebrates. There are some species of fish and frogs that can change their sex, but I don't think any of them can be both sexes at once. There is likely something about the vertebrate way of reproducing that doesn't support hermaphrodism.
