Regardless, I actually recall the Obama admin being fairly upfront about plans for offshore drilling. There was a little disaster you might remember...

April 20, 2010 - there was an explosion on the Deepwater Horizon - and a rather huge oil spill.
I recall a slowdown on approving leases for very good reasons....oil spills and oil companies difficulty in plugging them. Found an article from
December 2010 about US rejecting East Coast oil drilling...and now there is H.R. 6082 which would vastly increase drilling on the East Coast .
Over the last three years, my administration has opened millions of acres of land in 23 different states for oil and gas exploration. (Applause.) Offshore, I’ve directed my administration to open up more than 75 percent of our potential oil resources. That includes an area in the Gulf of Mexico we opened up a few months ago that could produce more than 400 million barrels of oil.
