With referb computers, they generally fix a computer that was sent in for repairs and they ended up keeping rather than sending back to the owner (which they probably replaced with another referb model). They then get around to fixing that computer that was sent in and resell it or use it as a replacement for another computer that was sent in broken.
They sometimes come with a manufacturers warranty either in full or in part. That would be one thing to look into before buying one. But they are generally in "like new" condition.

I'm sure they checked it out but not long enough to find it had the problem. I've never bought anything refurbished since. A lot of refurbished items though may just be returns with no problems. I've found some nice deals on new stuff on Ebay with careful shopping. I buy almost everything from Ebay now. Never a problem.

I normally buy computers that have the most features for the least cost. I don't regret doing so. I used to buy the high priced stuff but couldn't tell any difference from the cheap stuff. Actually I have been more pleased with the low cost stuff. Get more for your money and shop for price. Try Ebay. Probably 90% of what I buy is on Ebay. They have feedback and are reliable.

Best is subjective but, there is nothing wrong with Dell. Used them in commercial and home settings and they have been good.
