existential choice

If such as choice exists, God has first choice.
This is exactly the creation God first chose to create, knowing it exhaustively apart from its being, with exactly this combination of our choices.

If such as chance exists, God would be subject to it and therefore not sovereign.
Choice does not equate to chance.
