God just arbitrarily made them up for no reason?
Well very basically I think they come from the necessary negative value of pain and valuing of being a person. Alot more could be said but its late.

But for someone who does not believe in God, where do they draw these rights from?
What sort of human rights do you mean? Because I can think of several rights that God never spoke about. What are these rights that come from God, and where did He lay them out?

Ken, where does the society in which you live get it's foundations of human rights from?
Ken, you also answered your own paradoxical question within your reply about God's enforcement. God did enforce human's rights through the work of other men. The Nazi's were stopped, as was slavery. If God hadn't given man those rights, by your own argument, wouldn't the Nazi's still be running the concentration camps?
