I received a PM from someone, but was unable to reply since they have me (and maybe all others) blocked. Is that allowed? (I'm from a strong support site and that just really isn't allowed==and it's a secular site.)
NP here...just wondering.

Reps: 9,223,372,036,854,775,808 (power: 9,223,372,036,854,856) | | Others are free to block you...however if that is the case your pm just gets lost in limbo, and neither person is notified.
They also have the option to not receive PMs at all, and there will be no option to send PMs to them if you look on their profile page/contact info
There is yet another option to JUST RECEIVE PMS FROM CONTACTS AND MODERATORS
*They have the option to PM you but you can't reply if you are not on their friend/contact list

When there is a true block....you CAN send them a PM, but it never reaches them.
The blocked person never knows of a block on them (unless they are told) there is no way to tell
So my guess is you are not their friend/contact and they have their pms limited to contacts only
