These include the planned closure of the prison for terrorism suspects at Guantanamo Bay, Cuba, and the release of Bush administration-era national-security documents.
I don't understand what he did or didn't do, in these policys.
Was he in trouble, because he couldn't figure a way to close Gitmo?
Or because he suggested it?
Is this person falling on his sword for Obama, or did he make mistakes and should be gone?

Usually when a political stooge falls on his sword for the Big Kahuna, the reasons are obvious... for example, in light of some particularly nasty/embarassing scandal.
