Annie Laurie Gaylor, co-president of the Wisconsin-based Freedom From Religion Foundation, said she was pleased about the new rules but added that they don't go far enough.
So she's happy they ruined displays for everyone else. And they want to ruin it more. Merry Christmas indeed.

WOOOOOOHOOOOOO!!!!!! Our brothers and sisters in Washington have scored an enormous victory in our War on Christmas. An entire state will be without its nativity scene at the state capital. There is no way Christians in Washington can celebrate Christmas now. I'm beginning to feel like my years in the trenches are starting to pay off.
Again, congratulations to our Christmas Jihadis in Washington. Nice work.
Oh wait.
"The fight might just move outdoors. Under the new rules, religious displays are OK outside the Capitol buildings."
Well, don't lose heart - this is still a tremendous victory! At no point will people experience external stimulation for holiday cheer by stepping inside the Washington State Capitol building. The importance of this victory cannot be overstated.

Thank you. This is an outgrowth from our successful campaign to destroy the moral of Christian travelers by stopping holiday decorations at SEATAC airport. Now it just looks like an airport even at the peak of the holiday season! Bwuhahahaha.

Courage is the price that life exacts for granting peace. The soul that knows it not, knows no release from little things; Knows not the livid loneliness of fear, nor mountain hights where bitter joy can hear the sound of wings. How can life grant us boon of living, compensate for dull gray ugliness and pregnant hate unless we dare the soul's dominion? Each time we make a choice, we pay with courage to behold restless day, and count it fair.
Amelia Earhart

I’m sure all of the Satan minions are very happy, as well.
How could they be? The OP clearly stated, and you highlighted, "she's happy they ruined displays for everyone else." Satan's Minion's are included in "everyone else."

of course... Satan is pleased when God is thwarted by a denial of cheap plastic decorations.

Haven't you heard? God wants us to support the godless communist regime in China by purchasing cheap plastic decorations. Gotta get that money flowin'. That's what God cares about, not what's in your heart. "What's in your wallet?"

A hallow victory at best.
They still allow the annual state-sponsored holiday tree inside the Capitol rotunda.
What kind of FWOC is this?
