Anyway what happened was that in the 50's, 60's, and 70's black people in the inner cities had organized themselves to gain an equal stake in American society.
Now this establishment had no problem with blacks becoming equal to whites, as long as the status quo were otherwise unchanged, however...
By 1968 Martin Luther King was talking about American imperialism and economic inequalities which underlay American society, thus trying to make common cause with poor whites who had until then been kept in their place by encouraging racism.
In 1968 he was shot.
Into the 70's groups like the Black Panthers were pushing for social reform and were offering social services to the poor, black and white.
Then suddenly by the late 70's and the 80's the black communities that had organized in the 50's and 60's were destroyed by the drug epidemic. The authorities used the "drug war" to clamp down on dissent and black men became controlled by the criminal justice system.
In effect the emerging generation of leadership in the community was destroyed by the drug epidemic and the drug war.
An awfully convenient outcome from the point of view of the rich establishment types running the CIA....
