Is this a surprise? The interstate commerce clause was the excuse for Roe v. Wade, too. You can use it to oppress any group of people.
I'm mystified how this could apply to someone going to an in-state hospital for care.
It's a horrific twisting of the Constitution.
They do it all the time.
