I think that children that are born into this world are a product of the 'fall', sin has entered into the world. The new studies that have opened up dna has shown that there are genetic markers that predispose certain defects. But with that being said I believe that God can redeem even those that are deformed, for the bible says that Jesus died for the sins of the world, which includes all who are born of women. Those that have not the ability to reason are protected as children before the age of accountability.
Both. God allows this defective genetic child to be born. For example, I have a younger brother that I have grown up with-he is only two years younger than me. He has brought my family closer together. God allowed this for good. He has down sydrome and these people are like adult angels-they love everyone and hug everyone. It has helped my family. These particular individuals will already go to heaven because they don't know what sin is in most cases-my brother doesn't. They have to understand abstract ideas first.

It is a result of the fall of mankind. Disease and disorder came about when Adam and Eve ate the forbidden fruit and this curse has been passed on to all mankind.
When God created man he created us in His image. We were perfect human beings in every way, however when Adam and Eve committed sin, in the Garden of Eden, that changed the course of our humanity drastically.
Romans 5:12 "Wherefore, as by one man sin entered into the world, and death by sin; and so death passed upon all men, for that all have sinned."
The results of that sin caused the alteration of God's original creative design, from man tilling the ground to provide for himself, thorns and thistles growing on the earth to the hardships of labor in childbirth for women. What happens from the moment we are conceived to the day of our death is the result of living in a fallen world as a result of sin.
It was through the redemptive blood of Jesus Christ that all things will be made whole again. Because He lives one day the reverse of that fall will take place.
Rev 21:3-7

You are partly right and partly wrong. No one is blaming God for anything. The fall of man was the result of man's disobedience to God. The seed that was produced from man's disobedience was sin. Sin brought about death for all mankind and because of this The Son of God came into this world to die for our sins to redeem mankind back to God.
You are partly right when you say that it is all in the genes. We are born into sin and as a result of that, the process of life that is created through reproduction is subject to effects of sin which includes many kinds of diseases.
