Hi....briefly, I would say no, we don't need a new testament or commandment, as the overall message of the Bible can be applied to all times (imo). Also, we can ask God for wisdom for applying His commandments etc in our everyday life.
the designations "old" and "new" testaments have nothing to do with changing times.
this radio program is missing the point entirely.

Times may be different, but people haven't changed a whole lot since then. Besides, it's really not up to us to institute a newer testament, both old and new were instituted by God either through Moses or through His Son, and therefore any updated "Brand new never seen before" testament would have to be instituted by God through His appointed servant. Anything else would be a fraud set up to appeal to the masses.
