I think you need to be strong with him and not let him bully anyone. We went through similar stuff with my son who is 18 now. I had to call the police on him twice, to let him know that I was not going to let him bully me around. I think that you need to let your daughter know that that is an option. To not let him push her around and if she asks him to leave her alone that she may have to call the police. It is a good thing for him to learn that he cant do whatever he wants that there will be consequences.
