1. Institute a 35% Flat tax on all income earned above a 25K a year per adult and 10K a year per child.
2. Provide massive tax breaks to worker owned bussinesses... give >50%worker owned businesses interest free loans and other advantages.
3. Tax capital gains and earnings at the same rate, make them the same for tax purposes.
4. Free education for all citizens. If you have the aptitude to get into a program, the government will pick up the cost.
5. Free Health care for all citizens, nationalized health care system modeled on the Canadian system except that we'd spend 30-50% more than Canadians on Health care.
6. Create a separate system of Federal banks which would focus on supporting small and medium sized businesses directly without any need for middle men.
7. Institute a new rule stating that politicians and political organizations are not allowed to accept more than $50 per person per year and that corporations may not donate to political organizations or any kind, only the individuals that work at the corporation up to $50 per politician or political organization per year.
8. Eliminate the Department of Homeland security.
9. Send half of State powers to the county and city level and the other half to the Federal government. Eliminate State government.
10. Reduce the number of Senators to one per State. Reduce the number of Representatives to 100 with each representing 1% of the population of the United States. Set term limit of 2 terms for Senators and 5 terms for Representatives.
11. Setup a new tax on non-renewable energy that started at 10% and automatically increased by 2% every year after that... the money going toward advancing the use and technology of alternative energies.
12. Suspend all support for Israel until they agree to return to the borders established by UN resolution 181.
13. Normalize relations with Cuba.
14. Legalize all drugs, end the war or drugs. Focus on education and rehabilitation.
15. Put laws in place that insure the humane treatment of animals in corperate farming.
16. Provide incentives to help small and mid sized farms that produced food locally.
17. Secure our borders, establish a guest worker program that allows any worker without a criminal record to enter the US and compete with citizens. They will pay all the same taxes citizens pay as well as an additional 5% tax that will be used to provide them free transport to thier country of origin in they are unable to find work in the US for more than 90 days.
18. Commit to 20 years in Afganistan and rebuilding the country from the ground up. We will not leave until a stable system of self rule is in place that does not tolerate religious extremism. If that means parking 50% of our armed forces in Afganistan for the next 20 years that's what we should do. Freeze military spending at current levels without adjusting for inflation.
Take steps to insure that the United States could never again be controlled by a dictator.
I'm a pretty libertarian kind of guy, but I think you've prescribed what America needs.

1) Crack down on corruption. Pass hard laws with mandatory prison sentences and the removal of all property (and that of their family, but that could be avoided if they commit seppuku in public) for people caught accepting bribes.
2) Reduce bureaucracy, cut the public sector by at least 50%, use unwanted public employees to establish government owned but independently run hotels, manufacturing industries even aggricultural endeavours.
3) Legalize pot and become the most popular vacation spot in the world, the campaign would be "Here you can smoke AND swim."
4) Take back all the land owned by all religious establishments except for places of worship. Completely sever any relationship between church and state.
5) Stop the use of conscripts, disband unused military camps, cut military spending by 80%. Demand the EU to help guard our borders or give all immigrants passports and free tickets to a random EU airport. 5b) Give immigrants legal papers and allow everybody the right to work legaly in the country.
6) Re-establish free press, no person can own stakes in more than ONE media outlet.
7) Ban all tobacco products completely, if you want to smoke you smoke "herbs" from now on.
8) Tax international companies that produce nothing and employ nobody. (Offshore companies)
9) Regulate the banking sector more closely, stop hidden fees, fake interest rates, etc.
10) Take away the guns of many low level, badly trained cops. Screen every police, military or inteligence employee periodicaly for drug use and mental conditions. Apply all laws concerning assault to police officers too.
11) Establish an electronic polling system to be used on any law that does not get the approval of 66% of the parliament. Take away the right to be re-elected more than once, effective for current politicians as well. Resign and declare general elections.
12) Sit back, light a fat one and watch the mayhem.
