I did join the forum so I could try to answer your questions.
The Wikipedia article has been something of a battleground, in that there have been competing edits from opposing factions to slant the contents.
First, let me mention a site with a bit broader view perhaps, though not of the same nature of information as the Wikipedia article: Home Page of the Liberal Catholic Church
The doctrine of the Liberal Catholic Church (well, since I'm not a member of the clergy, perhaps "doctrine" is the wrong word), is that the LCC principle of "freedom of belief" means that members of the church can believe in reincarnation and not be in conflict with the church teachings. For that matter, they can disbelieve in reincarnation and not be in conflict.
So, if some of the members of the LCC believe in reincarnation, it's OK.
If that's not enough of an answer for you, please let me know.
This forum was originally born out of a need for those people who are Catholic, but do not necessarily agree completely 100% with the Catholic Church's teachings, to have a safe haven. It was not, as far as I know, intended for members of the movement you have linked. However, they would probably fall under this forum's auspices, as this forum tends to also include those who consider themselves Catholic in other ways apart from being a formal member of the Catholic Church.

I am a Liberal Catholic. Like "escargo" pointed out, there are several "divisions" in the Liberal Catholic Movement. The original LCC splintered 6 years ago into two factions. Those who ordain women, and those who do not. Our new poster "escargo" posted a link for +Warnon's "new synod" that does ordain women.
I belong to yet another denomination still, one that splintered from the original splinter some 70 years ago.
Nevertheless, as Dark Lite pointed out, this forum was originally conceived for "liberal Catholics" not the LCC. But all are welcome anyway!

I've been a member of the Church of Saint Francis in Minneapolis, Saint Francis Liberal Catholic Church Homepage, which we believe to be the oldest US LCC congregation still in its original location. (That means we aren't the oldest US LCC congregation, but the ones that were older have changed their locations at least once.)
I'm the church's web master, and I have a Google Alert for "liberal catholic", which is how I became aware of this forum and this question.
(I'm also the church's baker, but that's a different story.)
