I will be moving to vancouver to study at University fo British Columbia this August 30. I heard that its one of the most expensive city (gotta tighten up my budget). I also have been warned to be extra careful at downtown. I would like to hear any advice or tips from you guyz about living there

Kind of late for any advice since you're here already. But anyway:
Where are you planning to live. In residence?
The main expense is the housing costs. The remainder of living costs are pretty comparable to elsewhere in Canada. Maybe higher fuel costs.
Downtown is not bad at all but I guess you are referring to the Downtown Eastside. It's not a great area, but it's not exactly unsafe. My wife and I have walked through it in the past and it's just really rundown and a lot of addicts around who for the most part keep to themselves. You're not exactly dodging bullets down there.
Enjoy university. I attended there myself for my degree.

1. Get a shwarma at Babylon on Robson and Granville... the lineup is worth it and it's $6 for the most heavenly thing you have ever eaten.
2. Check out live Flamenco at Kino cafe on Cambie and... ummm.... 17th? For the price of a beer, you get great entertainment.
3. Get involved at UBC... life there is way more fun when you are doing stuff on campus beyond studying.
4. The Hollywood Theatre on Broadway is a great cheap second run theatre.
5. Stepho's on Davie is supposed to be excellent and cheap greek food.
6. Great cheap produce on Broadway near McDonald. Never buy produce at Safeway... it is expensive and poor quality.
7. You can buy an Entertainment Coupon book for about $30. I think that it's a great way of making going out affordable. It has two for one tickets for the opera, symphony, a couple theatres, BC Lions, Vancouver Canadians, etc... and tons of restaurants.

Oh yeah, and I agree with Teddy about the DTES.... not a very pretty place but not something to be scared of. As he says, mostly people keep to themselves or maybe ask you for change. I have never had anyone get in the least bit aggressive with me and I have spent a good amount of time down that way. Actually, UBC has some volunteering opportunities through initiatives like the Learning Exchange... you might check these out.
Also, there is a great Cambodian restaurant, just South of the DTES, on Georgia just East of Main. It's called Phnom Penh (Google Maps).... definitely go there too.
