you seemed pretty sure before that you knew those reasons... isn't that why you made this thread? Your question has Calvinistic overtones in it, and I believe there's a difference between those who would have prayed and those who did pray.
Depends on what they were praying for, don't you think? Also, I'm sure that in the end, every person who ever goes to Hell will wish he would have prayed.
Was that the point? make them wish they'd done something, instead of give them a reason to do it?
