Your question might be better phrased if you were to ask if they were "written in the Lamb's Book of Life." You may want to do a study of this and look into the terms "from the foundation of the world", or "before the foundation of the world", or "the book". You might be pleasantly surprised.

While I appreciate the idea, I was looking for the answer to my question WRT children and Church membership. Being a member of the Church does not guarantee that your name is written in the 'Book of Life'.

The Anabaptists similarly connect baptism and church membership. Since we don't baptize infants, the answer for us would be "no," but not based solely on their age.

I do not believe infants and children are members of the "church" as in voting rights, expected to tithe or take on any other responsibilities. But I do believe children and infants who have been baptized are members of God's family of faith.
