I go by what Paul says: Let no man deceive you by any means: for that day shall not come, except there come a falling away first, and that man of sin be revealed, the son of perdition; Who opposeth and exalteth himself above all that is called God, or that is worshipped; so that he as God sitteth in the temple of God, shewing himself that he is God. Remember ye not, that, when I was yet with you, I told you these things? And now ye know what withholdeth that he might be revealed in his time. For the mystery of iniquity doth already work: only he who now letteth will let, until he be taken out of the way. And then shall that Wicked be revealed, whom the Lord shall consume with the spirit of his mouth, and shall destroy with the brightness of his coming: Even him, whose coming is after the working of Satan with all power and signs and lying wonders, And with all deceivableness of unrighteousness in them that perish; because they received not the love of the truth, that they might be saved.
Paul was referring to the return of Christ and the catching away of the church. Unless he was referring to something else then we must see those things mentioned happen first. That's my understanding anyway.

If the President declares an emergency or disaster and the Secretary declares a public health emergency, the Secretary may waive sanctions and penalties against a covered hospital that does not comply with certain provisions of the HIPAA Privacy Rule:
the requirements to obtain a patient's agreement to speak with family members or friends involved in the patient’s care (45 CFR 164.510(b))
the requirement to honor a request to opt out of the facility directory (45 CFR 164.510(a))
the requirement to distribute a notice of privacy practices (45 CFR 164.520)
the patient's right to request privacy restrictions (45 CFR 164.522(a))
the patient's right to request confidential communications (45 CFR 164.522(b))
When and to what entities does the waiver apply
If the Secretary issues such a waiver, it only applies:
1. In the emergency area and for the emergency period identified in the public health emergency declaration.
2. To hospitals that have instituted a disaster protocol. The waiver would apply to all patients at such hospitals.

I read a report that, during the 2003-2004 flu season there were 153 deaths of children under 18 in the US. So far there are reportedly 114 deaths for the 08-09 season of children in the US from the swine flu. Does this seem disproportionate?
