Correct. Benedict’s mention of a “world political authority” in his recent encyclical is simply recycled from Pope John XXIII’s encyclical from 1963 in which he stated that the “world-wide” problems in his day could not be solved “except by a public authority with power, organization and means co-extensive with these problems, and with a world-wide sphere of activity”, and that “moral order itself demands the establishment of some such general form of public authority”. John also said this authority was to be equipped with “world-wide power and adequate means for achieving the universal common good”. Benedict admitted in the recyclical that his view on the matter was previously indictated "by my predecessor John XXIII".
So Pope John XXIII called for all this in his 1963 encyclical and no such public authority was created, and yet the gentleman in RND's video wants you to believe that Benedict's call is the most "momentous, prophetic event that has transpired (probably) in our time"? It's certainly something to keep an eye on, but I don't think Benedict's encyclical is as cataclysmic as some make it out to be.
And encyclicals are not the most authoritative documents that a pope can issue, despite what the video guy said.

That said I think what we have seen in the past is progressive and this is a culmination of the things spoken in prophecy regarding the papacy and authority. Clearly what Benedict was proposing is a complete world political authority, administered by a UN with "real teeth." This, in my mind is quite wonderful to see frankly - Sunday's coming.

In the encyclical Caritas in veritate (Charity in Truth) Pope Benedict argues the time has come for a world political authority to correct the evils of our time - everything from the excess of capitalism to the challenges in the environment. Such a call for a world political body is not new. We have heard these calls before - but with each call there is a sense of growing intensity of world conditions - conditions that seem to baffle even the greatest minds on how to combat them.
It was September 11, 1990 President George H W Bush spoke before a joint session of Congress - on the eve of the American led attack against Iraq in the First Gulf War. The world watched the events unfold with rapidity. America was poised to jump Saddam Hussein’s marauding forces in Kuwait. The crisis gave the world “a rare opportunity toward an historic period of cooperation,” said Bush. For out of such troubled times “a new world order” could emerge. The world working together could live in harmony and peace - “a world quite different from the one we’ve known. A world where the rule of law supplants the rule of the jungle. A world in which nations recognize the shared responsibility for freedom and justice. A world where the strong respect the rights of the weak.”
The Adventist ears were perked. A new world order - could it be possible that the earth’s history was entering the final phase of prophecy we have so long expected ushering the Lord’s return? I still remember having these similar questions as the first bombs exploding over Bagdad were shown live on CNN and all radio broadcasts were carrying the story. It was the first time we got to experience war in real time.
The war soon ended and we were faced with a world order that looked pretty much the same. We went on about our business as before. But was it the same? We moved on to other things - the stock market boom of the late 1990s and early 2000. There were promises of a new way to make money - tech stocks. The crash of the “tech boom” followed. Then the events of September 11, 2001 jolted us again from our lull.
The new world order of peace and cooperation of states as promised by the “first Bush” was followed by similar statements of the “second Bush.” By now there was no doubt that the world was not the same. There were changes - but they were not all promising. We faced a growing number of storm clouds. Terrorism became a household word as our cities became fortified with security cameras and greater police presence. Air travel and other modes of transportation became cumbersome by the security checks. Even our banking transactions were watched as government increased surveillance.
