Okay, these questions are addressed to Richard, Beckie, and Philothei:
(1) I have noticed that the rules guiding those who can apply for Moderators are no longer in the community rules. What are those rules?
As Richard pointed out, they are only guidelines. There is still a questionnaire to fill out after the initial form is filled out. Other than that, pretty much anyone can apply and then the team votes.
(2) Tonks mentioned that mods will be expected to post in the forums, so how much time will be left to take care of business *cough* handling the reports. Obviously being held to the four hours per week no longer applies. That would be insufficient time to post in the forums and also in the report threads, wouldn't it?
Assuming mods only worked the bare minimum, yeah, it probably wouldn't be enough time. As it is, I tend to spend way more than four hours per week at CF - but I do spend AT LEAST four hours of my time here doing staffly stuff.
(3) When Tonks mentioned posting in the forums, must mods post a certain number of posts and threads in the particular forums in which they mod? Or does that mean forum wide?
I believe it is for the forums that we work in, but it wouldn't hurt us to get out and explore other areas of CF. I'll be honest, there's a few places here that I've not stepped foot in (not counting the men's area because, well, obviously.) but I do tend to try to get around. I post in Society as well as Conservative Christians and Theologia Crucis - Lutherans and sometimes Bridge Builders (moderate Christians). Oh, and I post a lot in Theology.
p.s. I hope these questions are not off-topic. If so, please forgive me.
I don't think they are off-topic at all! They are very valid questions!!

Why do we drive on parkways and park on driveways?
Is it true a parkway in the US is called a "tree-lined dual carriageway" in the UK?
A "freeway" in the US is a "motorway" in the UK,
and an "interstate" in the US is a "motorway" in the UK.
A "sidewalk" in the US is a "pavement" or "footpath" in the UK,
and a "pavement" in the US is a "road service" in the UK.
And finally, to "tailgate" someone in the US is to "drive on someone's tail" in the UK.
Oh, a "lemon" in the USA is a "dud" or 'Friday-afternoon car" in the UK.
These little tidbits are found in the 2007 edition of Divided by a Common Language: A Guide to British and American English by Christopher Davies (a British writer).
We really do need a Linguistics subforum (under the Language forum). This is fascinating.
No wonder we misunderstand each other.

Reason: typo - two thumbs
My dad worked for GM for most of his life and often would refer to poorly made cars as "Friday afternoon cars"!! I didn't understand what it meant until I was older, though...
