Freedom fighters blow themselves up in buses full of children and crowded pizza parlors. Terrorists do much the same thing.

Why do we have laws about libel? Same reason there are laws against Holocaust denial.
However, yes, it is an issue of free speech, but it is difficult to argue for the case of Holocaust denial due to a slight lack of evidence in comparison to Holocaust believers.
If the holocaust did not in fact occur the way mainstream belief has it, then the libel is in fact against the Germans.
Which is exactly why we must prove our claims.
Currently, the combination of written, oral, physical, statistical, and photographical testimony is more than enough to convince most beyond a reasonable doubt that the Holocaust did in fact occur.

I believe that "publicly" in this section refers to announcing to the world "HEY GUYS, THE HOLOCAUST DIDN'T HAPPEN KTHXLOL!" rather than investigative work. I don't think it's a "shoot on sight" law.
