Actually, they would at least be possible, if not likely. I'm pretty sure you could tweak a few genes to suppress a pair of legs, as essentially that's what happens in the whole abdomen of an insect anyway, and that's also how (normal) flies have only two wings.
The question is, is there a plausible situation in which having only four legs is an advantage to an insect?

Maybe I missed something, but where did you see "flying mammals included in ancient lists of flying non-mammals" in the OP?
In that case, the four-legged insect would be a transient state, and some means of locomotion other than legs would be likely to eventually replace legs
