Anger is a secondary emotion caused by physical pain, emotional hurt, or by frustration.
Anger can give birth to sin if the primary emotion is not targeted and aborted responsibly, and if the secondary emotion of anger is not dealt with in a godly manner, sin is sure to be born.
"Do not let the sun go down on your anger" ... is a warning that anger left to bake will burn quickly in the oven, and a reaking oder of smoke and fire will soon hit someone in the face (whether by wild words, flying fists or airborn objects) !
If Anger were a sin, then you could translate this verse like this...
"In your anger, do not sin" = In your sin, do not sin. (That donut make sense to me. )
And if God can get angry, and anger is a sin, that would mean that God sins! I don't think so either...

Lately I have really struggled with anger. I have been very frustrated, have had friends do wierd stuff to me. Not quite turning their back on me, but just about!
My job is kind of stressful at times too. So that combined with the stuff that goes on in life kind of makes me a powder keg. I am not proud of that. Yesterday I was praying. Alright. Chill out. God don't let me blow up like I know I am capable of. Because truth be known, I can blow up pretty big and I hate it. I hate the way I act, I hate my anger, and I hate me for it.
And another thing is Jesus got angry. Remember when He was in the temple and He chased all the money changers out of the temple? This is holy anger, this is God's anger. God is righteous and He does nothing without reason. And in this case Jesus reacted in anger, but it was anger with a purpose, anger that was in God's will. This is extremely rare in our lives, most of the time when we are angry we are acting irrationally to a situation.

As we can see, Jesus is holy, he never sinned...yet he was angry...BUT...he never harmed anyone or did anything that made him sin while angry...SO...anger in itself is not a sin, but what you do to get rid of that anger (E.G. killing, beating, swearing) is what the sin is.
Anger is a fact of life and it is impossible to completely control it. The Bible tells us, "In your anger, do not sin" and "be slow to anger". If anger swells in us, we should make a concerted effort to stop it. If something like 9/11 happens, that might not be possible and we are to not act in anger. Anger with action is most definitely a sin and should be avoided.
