No, one can only get so small and still have the inteligence we associate with humans, you can't just shrink the brain without loosing it. There has to be room for the amount of nerve cells neded for higher thought.
You could shrink the basic body to the size of a mouse, but then you would only be able to fit a mouse sized brain in the body and thus it would be about as smart as a mouse... Definitly not tool makers...
