Why Tamar but not Hagar in the Royal Line?

Why Tamar but not Hagar in the Royal Line?

Judah and Tamar's sins appear on the surface to be worse than Abraham and Hagar's. Read Genesis 38 (what a mess!), and compare to Genesis 16:1-16. Why then did God include Tamar in the Royal Line (the genealogy of Jesus) but exclude Hagar?

I have my own ideas but I wanted to see what you would say and, importantly, how you would phrase it.
