I think the rating thing has to do with their homepage...and the reputation thing has to do with liking one of their posts...
But I could be wrong....

I have a habit of "rating" people when I visit their homepage just to let them know that I've been there. I don't know if that's what it's supposed to be for, but it's my little way of leaving my "I was here" mark.
