If he were about fairness, then we would have been extinct the moment Adam and Eve unfairly betrayed God's trust and loyalty when they ate from the tree of Knowledge.
Fair is about getting what we deserve. We all deserve death, but we receive life through Jesus - who took the death sentence on Himself instead of making us die...
Was Jesus's death fair? NO!
But it did save us from God's right to reject us, as a fair resolution of our betrayl of our relationship with Him in the Garden.
So, the only reason we are not allready wiped off the face of the Earth, is because of Christ. If non beleivers don't want to accept the "Get out of Jail Free" card from the crusafiction, then they still hold in their hands a one way ticket to Hell.
It doesn't matter how good a person is - that does not change the nature of God's sentence. Without Christ in the picture, a trully "good" person would agree to uphold fairness, and thus willingly forfeight their life anyway to pay the price due to God... We have earned death through our disobedience to God. Its not like God is the persecutor here, He is the victim...we are the criminals, and have more than we can attone for on our own.
But the good news is that they can trade in that ticket anytime before they die, by accepting Christ's payment for our sentence. Jesus said he would serve our sentence (death) so that we don't have to go to Hell. So - why wait a day longer? Are all the "good" people waiting for God's "fairness" to catch up with them? In light of what that requires, I'll take Christ anyday, and thank Him over and over for his generousity and mercy.
Yes, the wages of sin is death, they get what they deserve, but the gift of God is eternal life through Christ Jesus our Lord, everyone has sinned (besides Jesus of course), and those "good" people who dont accept Jesus Christ as their Lord and savior, get what they deserve, eternal death and seperation from God, those of us who do recieve Jesus Christ recieve undeserved grace.
Since we know that:
1) God is always 100% fair and doesn't make mistakes
2) The only way to heaven is through Jesus Christ
Then it makes sense that even "good" non Christians have had the opportunity to know Jesus in one way or another.. ie: the leading of the Holy Spirit, God reaching out to them, speaking to their hearts etc.
If they chose to ignore God's invitation to know Him through Christ Jesus, then they've made their decision - good or not.
God is not willing that any should parish, I believe all are in some way given a chance to make the big decision... to follow or not to follow, to believe or not to believe.
I feel that God reveals himself in one way or another to all, so it is ultimately their choice. In such, he is justified in denying good non-Christians because of the fact that they denied Him.

All the atheists I know aren't atheists because they supposedly deny God, but simply because they don't know any convincing evidence of God's existence.
Whatever heaven really is, I don't think it's fair/just/etc. to decide if someone "goes" there just based on the religion they follow or not follow...
