Paul says in answer to the question, what must I do to be saved, is to believe on the Lord Jesus Christ. Therefore the Bible says we are to believe, it is ok, it does not violate God's rules. God knew what they need to be saved...Yet decided against this since the Father chose them for destruction Romans 9:21-22...

The real question is "On what basis does God select folks for salvation?" And the answer from scripture is those who place their faith in God and His Christ. He selects folks who are poor in worldly treasures but rich in faith. He selects folks who believe. Paul put it this way, "Believe in Jesus Christ!" Peter exhorted folks to believe and be saved.
Jesus said, Your faith has saved you, see Luke 7:50. Case closed.
The real question is "On what basis does God select folks for salvation?" .
