That's the decision of the lawmakers. If they make laws allowing cyclists to ride 4 - 6 abreast, then they have to tolerate the delays and congestion which results. It seems to me that "sharing" the road should be mutually beneficial.

Having lived in rural areas most of my life, long, narrow, curvy, up-and-down backroads are the rule rather than the exception. Perhaps your brain is too urbanized.
