It's just a part of their personality. You either like them in spite of what they do or you don't like them. Either way these are not condemnable offenses.

Sounds like some sort of defense mechanism used by a person who is unsure of how he's coming across to his co-workers.

It depends on the person's culture and background. It's kind of common for people to say (at least it is in the U.S.), "I'm kidding" but I'm not as familiar with the other two. I would just ignore it if it bothers you.

*Maybe they've been misunderstood?
or they aren't so good at communicating etc.

You could also ask them privately why they say
such things.

They could be insecure if they keep repeating themselves.
I had this one guy was dating and found really annoying when he would say all the time that he was joking. Im like..cant you just say what you mean and mean what you say?

Let your yes be yes and your no be no. Jesus instructed us to be men and women of our word.

This guy turned out to be a liar and a thief.

remember: God loves everybody in a flesh body; even the ones that don't love Him. look past the extra words and try to see the person - many times when i do this with someone that rubs me the wrong way, i find that they are a lot like me

Dealing with a difficult or "challenging" person...

She could be struggling with a mental illness... much of
what you have said reminds me of my friend from church
who is a lot like the person you're talking about.

There was a time when my friend nearly went off on this
older lady at church who'd declined to give my friend a
ride because she already had plans and wasn't available
to take my friend where she wanted to go.
The older lady was use to that and handled the situation
beautifully.
The older lady in question had a daughter who struggled
with mental illness...nearly two years ago(?), the woman's
daughter wondered off....there was a big search for her
but unfortunately... bad weather set in and the lady's
daughter died from exposure.
