The lecture method was not meant to dominate a church meeting. A church meeting was meant to glorify the Lord (Ephesians 3:21) and edify the brethren (1 Corinthians 14:26) through mutual "prophecy," or in modern times, Bible teaching:
The New Testament Church, according to precedent / apostolic tradition, was meant to be a time where brethren could meet together once a week and mutually edify one another from the things the Lord had showed them from Scripture; an intimate (church) family time of glorifying the Lord; a time of fellowship, singing from the heart, encouragement, "breaking bread" (the Lord's supper), and prayer.
Sadly, the modern (American) church today has gone so far off from this, that we miss our Christ-given abundant life of fellowship, encouragement, blessing, and edification.
No one man holds the market on interpretation of Scripture which is why more than one was permitted to speak (i.e. teach). The (under-)shepherd was meant to protect the sheep from false doctrine by those who might share false or bad teaching during those gatherings. But, he was NOT meant to dominate them (the gatherings).
